Project Background
Cherokee’s team, which includes Greenhawk Partners and Charleston-based Clement, Crawford & Thornhill, will clean up and revitalize more than 400 acres of blighted industrial property in the Charleston Neck area. The Neck is a flat, narrow expanse of land bounded by the Ashley and Cooper rivers, the Charleston peninsula and North Charleston. In the late 19th century, this beautiful, waterfront area became the phosphate fertilizer capital of the world. By the 1970s, the industry had all but vanished, leaving behind an underutilized, polluted wasteland, which today includes two of our nation’s highest priority hazardous waste Superfund sites.

The Cherokee Solution
Beginning in May 2003, in close cooperation with the municipalities, neighborhoods and multiple public groups, Cherokee began assembling parcels in this former industrial area. Since then, Cherokee’s team has worked to resolve outstanding environmental issues, modify the zoning use designation and position the assemblage for redevelopment. The project includes three components of redevelopment: Magnolia, situated along two miles of Ashley River waterfront in the midsection of the Charleston Neck; the Ashley River Center, located within the city limits of Charleston and North Charleston; and former Macalloy site in North Charleston, which was used for the relocation of businesses operating in the Neck area. The Macalloy site was named EPA’s 1,000th Superfund Construction Completed Site, recognizing it as one of the most successful cleanups in history.

Redevelopment Plan
Cherokee will revitalize the area with a vibrant urban infill residential and commercial community, fully integrated with the neighboring areas. Cherokee’s team retained Shook Kelley, a leading architectural and planning firm, to develop an urban design that looks first to the local community for direction and draws on the rich heritage of historic Charleston. The current redevelopment plan includes 4,400 residential units, 2 million square feet of commercial and retail space, in a mixed-use, mixed-income neighborhood. The plan also features key sustainability elements like open space, public access to the waterfront and a transportation component that will re-link downtown Charleston with neighborhoods in the Neck and North Charleston
